I-551 Procedure

Does anyone know what the I-551 procedure includes? I wonder if the INS does some additional paperwork/background checks or it is just the plastic card production after the I-89. What makes me impression is the unpredictable time frame (between 2 weeks and more than a year). If it is only a plastic card production this will indicate a huge mess and inefficiency. It does not make sense if a bank can produce a plastic ATM or Credit Card for 2 weeks and the INS needs a year. I am not complayning. I try to understand how it is possible in the most advanced country in the world and how some brains work.

It basicalky includes getting your file from the ins contractor who is a 3rd party and then sending it across to another contractor who will make the card. Apparently GC is the most secure card made.
