I 539 reinstatement

I have not heard from the govt officials (ucics) regarding my I 539 application which was received last week of dec 2003 by them at the chicago district office. Follow up tells me that the application has gone to the national benfits center but ive heard no response. Do i need an attorney?

Can you please discribe more details about your case,cos, one of my friend also out of status due to non payment of the fee on time.
will u please advice what r the option he have.
he paid the fee and got a new i20.
