I-539 problem-- What does supervisory hold mean???

Hi,

I applied for a change from H4 to F1 from the US. I was accepted into a university with aid. I recently went to the INS to find out about my status and they told me that my case is under supervisory hold. Does anyone know what being on supervisory hold means???

Since I turned 21 when my apllication was being processed, should I leave the US and reapply in India?
