My understaing with both do same kind of job, but Not all pettition are directly accepted to Local INS Office untilll an Interview is required in Employment based 485. and almost all marriage based cases are adjusted after interview in Localt or district offices and Family based 485 catagery is also handled by Local Office because of Interview.
Plus District Office also Issue Interm EAD and Other marriage based and family based catagery.
The Best way to learn more check the web site and read the form which form is submitted to where.

sometimes service centers transfer case to USCIS office nearest to
your residense on file. The processing dates for these centers r
different compared to service centers as they've less work load.

Thanks for the clarifications.
Current Nebraska service center processing date is febraury 2002 where as
Nebraska, omaha is december 2003. Which one i should take.

Take Feb 2002, if your file is in Nebraska. Originally it goes to Nebraska9USCIS) only for all the Employment based GCs. If Nebraska(USCIS) transfers your case to Omaha then take that date.
Example :
You file your case in Feb 2002 and USCIS may approve your case in August 2004. Then NO need to look at Omaha processing dates.
Or in August 2004 your file(case) may transfer to local office to verify some thing. Then you should look into Omaha. Say suppose as on Aug 2004 Omaha is processing December 2003 cases, then wait for another 8 months to get the interview call.
So...better to get the approval from Nebraska. Don't think about Omaha now, till your file transfered to Omaha.
