I-485 Vs Councilor service (Help Needed)

5 months left for H1B.
If apply for PERM now.
Is it possible to switch to TN visa during wait for I-140 approval. And later apply for Councilor process while on TN visa.

If I switch visa from H1B to TN during I-140 processing, would I be allowed to live in Canada and commute daily to Work in US?

Technically yes.... In practice, I'd avoid entering Canada every day during this process if at all possible. You may set off an unexperienced officer to deny you entry due to a pending I-140, even though technically he shouldn't deny you. It all depends on the luck of the draw on which officer you get.
