I believe this the manual the BCIS I-485 adjudicator uses.
Does give a very detailed picture of what happens in NSC or other service centers. Just browsed through it and based on that really doubt if an newbie officer can process a case in 15 minutes. Perhaps a more experienced one might.
Also, it is dated sept. 2001. I believe some of the items regarding security checks have changed since then. Thanks for posting this link. Gives a great insight into the working of BCIS.
