I - 485 rejected, Help needed

Give below in full is the letter I received from INS today.

Your I-485 application is being rejected. Before you submit your I-495 documentation with the U.S. Citizenship and Immigration Services(CIS), you must address the grounds for rejection as noted below and ensure that a visa number is immediately available to you. Information regarding visa number availability may be obtained from the Department of State, telephone number 202-663-1541 (this is not a toll free number).

You have submitted the incorrect amout for payment of the filing fee for your submission. If you have submitted one remittance for the filing of multiple forms, please compare the amount you have sent with the amounts required for each form as listed below. The correct fees are as follows:

Because your form I-485 cannot be accepted, all related applications such as form I-131, form I-765 and applications for family members are being returned.

Since the fee was incorrect, the fix is easy. This time I need to submit fee as mentioned in the application. What bothers me is getting the visa number from Department of State. Does anyone have any idea what this process entails. I have never heard of anyone getting a visa number from Department of State.

I am currently on H1-B and am married to a naturalized US citizen. She is from India too.

Did you submit a copy of your wife's Naturalization Certificate with your I-485 forms?? If you did then that is all they want to make a visa number available to you.
 
You will need to submit I-130 along with your AOS package. Look up I-130 and you will see why. From there, you can state that you are married to USC and visa number will be available to you immediately.

yeah..it is strange...since you are married to USC you should fiel all the forms witht he correct fees based on marriage to USC u do not have to wait for any visa number...it is current that way..
