I-485 processing - Does this makes any sense? !!!

The above links have the national processing time for the I-485. It shows that processing time at Boston is 90-152 days !!! ... that is 3-5 months !!!! .. Can this be true? why is other places so slow?
How come if all the applications (on east coast) go to Vemont, some cities have faster processing than others? Any Clues??

What are the Local INS processing times?

I live on East Coast, away from Vermont. I believe my I-485 application was sent to Vermont Center. So, what is the significance and importance of the Local INS processing time? Can someone please educate me?

Local processing is generally done for the family based applications. All employment cases are handled by the service centers. However now a days Service Centers have started to transfer employment based cases to Local centers to speed up the processing time and to reduce the workload - based on some criteria of the case.

My 485 was filed in Vermont in April 2002 - Does that mean that I should have got my GC approved by Sept. (which is not the case)

Please help clearing the confusion.
