I 485 processing - by Priority date or date of receipt of I 485 ?

Kind of dumb question: I am sure this question has been asked before, I was not able to get an answer by doing a search.

I got my I 140 approved a few weeks ago. Details:

VSC EB2/RIR/ I 140 - RD/ND October, 1999, Priority Date: July 1998

When I send my I 485 application, will the VSC start processing it immediately (in the order of the priority date) or will it be done on a first come first served basis?
