I-485 inventory movement

If we compare Mar'10 to Oct'10 I-485 inventory for India, it seems that for EB2 around 15,000 GC are issued while for EB3 it is just 3000. Why so much difference? I understand that the numbers available for each category should be same.

India EB2 must have gotten some of the unused visa numbers from EB1 India and/or EB2 ROW.
