I-485 Form, Question 12 ( J1 waiver )

Hi everyone,

I`m confused about question 12 on page 2 which is as follows:

"Have you ever been a J nonimmigrant exchange visitor who was subject to the two-year foreign residence requirement and have not yet complied with that requirement or obtained a waiver?"

I was a J nonimmigrant exchange a visitor once and then I have obtained a waiver for the requirement.

So, I assume the answer to this question is "NO", however question is not very clear. Does it mean "neither complied with that requirement nor obtained a waiver?". I asked few people and their replies dont match at all.

If you obtained a FINAL waiver from USCIS, then the answer you check is "No".
