I 485 for Canadian citizen.

My sister filed the i130 for me under F4 category in 2009 and the got approval too and right now I am a Canadian citizen. So my question is, is there anyways I can enter in the USA and file the i485? What is the process? ​

Even my mom is USA citizen too is it a short time period for the processing if she file for me..​

F4 is not yet current for your category, it is stIll probably 2-3 years from being current https://travel.state.gov/content/tr...etin/2020/visa-bulletin-for-october-2019.html
This means a visa number is not yet available for you, so the answer is no. Even apart from the fact that you cannot enter on tourist status with preconceived intent to adjust - you cannot file for adjustment if a visa number is not yet available.

Assuming you are over 21, if you are single the wait time for your mom filing for you will probably be about 7years (refer to the F1 category in above link). If you are married it will be even longer.
