I-485 fingerprint retake. How many times!?

We originally did our biometrics at the end of April and subsequently received a fingerprint retake notice. We went again, and they told us it was probably because the fingerprints were not clear enough as my wife has really shallow prints. They took the fingerprints again, which were still not clear enough because the machine beeped "Caution: Weak" or something like that. They said this time was it, we would not receive another notice, and the FBI probably would skip the fingerprint check.

Now guess what, we received yet another retake notice! Exact same letter, same content! Come on, does the USCIS really believe the third time is a charm!!!???

Anybody have any similar experience?
 
You only need to get two fingerprints taken. If both of them are of "poor quality" (can find out by calling FBI), you need to get police clearance from all the placed you've lived at during the past 5 years. It has to be notorized.
 
Do you know if we need to obtain foreign police clearances too? My wife has only stayed in the U.S. for 2 years.
