I-485 fee waiver need hepl

Hi everyone,
My mother has asylum status. She is over 69 and she has been receiving SSI benefit and Medicare from Social security since November 2008. Now she is eligible for adjustment of status through asylum and she applied for fee waiving on form I-485 . At the first place we attached copies of SSI for the whole period , rent agrement, bank statement and USCIS denied and requested Tax income . Tax preparer told us that it's not necessary to file tax return as she never work and she lives by herself. The only income is from SSI. I’m not going to file her on my tax. What to do now, what she schoud provide them? She don’t have INCOME tax return.?If anyone has same experiance? Your advise will be greatly appreciated.

Just pay the fee for her and be done with it. Fee waivers are very difficult to get, and you'll be still arguing with USCIS several months from now if you continue to pursue the waiver.
