I-485 cut-off dates

Hi guys,
I guess that I am a bit confused by the cut-off date think. Well, I got my NIW approved than filed an I-485 application and received notice on June 28,06 from the Ca center. Since that nothing happened. According to USCIS web site the center is now processing I-185 from August 21, 06. From what I read on some post it doesn't seems to mean a lot. I known that their is cut-oof date for citizens of India and China. Is there any from European? if yes, how does it work. If not, did someone known what more or less to expect in term of timing.

Cut-off date is for the Visa Bulletin.

Processing date is what applies in your case. You need to call CSC and find out what happened to your 485 which is out of their Processing Date(more than 30 days since your RD).
