I-485 case processing delayed. Need Help!!!

Hi, all,
I need some help from you about my daughter’s I-485 delayed case. My daughter is 17 years old now.
As a family, we applied for I-140 and I-485 on Mar.22, 2004. My husband and I got our green cards on 05/05/05, but my daughter’s never came. During the past a few years, I’ve made many many phone calls to USCIS to request my daughter’s I-485 case status, each time, the answer is different and unclear.
During the past a few years, She’s done the following:
Her fingerprint done on 10/06/04. (USCIS acknowledged the evidence received)
Her biometrics taken on 04/19/06. (USCIS acknowledged the evidence received)

Upon my numerous requests, here are some of the USCIS responses:

On 10/11/05, USCIS responded: Your case is pending additional security clearance.
On 12/28/06, USCIS responded: The processing of your case has been delayed. A check of our records establishes that your case is not yet ready for decision, as the required investigation into your background remains open. Until the background investigation is completed, we cannot move forward on your case. These background checks are required to be completed on all applicants who apply for the immigration benefit you are seeking. We will make every effort to make a decision on this case as soon as the background checks are complete. I you do not receive a decision or other notice of action from us within 6 months of this letter, please contact us by calling our customer service number provided below.

My questions are:
1.What possible “background investigation remains open” regarding my daughter’s case?
2.Any one can let me know how you can figure out “name checker”? (I just learned from internet and would like to know if that is what’s missing(delayed) in my daughter’s case?
3.Any suggestions for what actions I can take from now by myself? I believe I should have some rights to speak out about my daughter’s delayed case!!!!

I got this as respond for my request about status:
"The processing of your case has been delayed. A check of our records establishes that your case is not yet ready for decision, as the required investigation into your background remains open. Until the background investigation is completed, we cannot move forward on your case. These background checks are required to be completed on all applicants who apply for the immigration benefit you are seeking. We will make every effort to make a decision on this case as soon as the background checks are complete. I you do not receive a decision or other notice of action from us within 6 months of this letter, please contact us by calling our customer service number provided below."

Does it mean that I stack on NameCheck or what?

Very generic message that once gets from USCIS/Senators/Congressmen/FBI etc etc etc when they are not willing to adjudicate a case.

from what i know.......your daughter should not be even subject to a extensive security check because of her gender and age...

FBI is supposed to have electronic records from 1995 onwards.....anything prior to that takes time because it has to be done manually........anything after 1995 should not take a lot of time....

and since your daughter must have been 5 years old in 1995.....it does not make sense if they want to conduct search for her prior to 1995.

to me it looks like a case of negligence by uscis....

try to get in touch with your local congressman........but before that collect some information about security check.........and present that to congressman office...

you may have to think of filing WOM.....it will take a lot of research or money if you hire a attorney....but we do not have any other option left......uscis and FBI have started using background check as a reason to not pay attention to our case...
