I dont think NSC will deviate from the Retrogression rules. NSC always goes by the book (with every rule change they always have a nice excuse not to work). Remember Ohata Memo. NSC was the only one to implement it thus causing unnecessary delays in approving 140 while VSC just ignored it and forged ahead.
VSC is always flexible in intrepting the rules.
