LIN Number refers to ND not RD, I think...

...I could be wrong, but as far as I have noticed, the three digits in the LIN # is according to the Notification Date and not Receipt Date. Which makes me believe that, the order according to which applications are taken-up, must follow Notification Date and not Receipt Date.
