Can a green card still be start even after an I-20 has terminated for one week?

And if my wife returns to her country can she apply from there instead?

You can file for you wife..that is supposing that you want to... or you don't and you're just feeding her lies...

You can file for your wife and your kids ..there is no problem...
As to what form the petition you need i would say
You can check ou the immigration website..they have alot of info.that you need.
