I-20 question

Hello Visa experts,
I need some advise.
A friend of mine has an I-20 from a community college
and she intends to take it to Delhi Embassy for interview
in next few weeks.

In case she is rejected, She also is expecting a I-20 from
a much better school.

My questions are,
can she again go to Embassy with the second schools I-20 for Visa interview after already being rejected once?
Also would it make any difference that she has been rejected before?
Would her chances of Visa getting be better,
if she doesnt go with community college I-20 but with better schools?
Is she allowed to have I-20 from two places?
What preperations she should do for Interview?

Any advise is welcome, I have never gone through student visa
process and am quite naive in this.

Yes, she can go for a second interview based on an I-20 from better school. But is depends on the reason for denial. Usually they deny based on immigrant intent. So she has to prove strong ties to home country.

A student can have I-20 from more than one school.

If she might get an I-20from the better school why not wait until that (has she already gotten admision from this school).

Although the school should not matter in principle, the consular officer might take the application more seriously if the school is good, and if the person had received funding from the university.

Regarding interview preparation, she should maintain a nonimmigrant intent, and be prepared to explain what she would do after returning to India.

No, she has not got admission so far in this better school.
But by talking to the school, it looks like she is going to get.

Also she is not going to get any funding from school itself
as she has not been academically good.

I have been able to get this so far, for her Visa interview
1) Return ticket
2) Family and ancestral property
3) Nobody from immediate family in US
4) Her eagerness to come back and work in the Country
5) Her closeness to immediate family
6) Enough liquid funds to sponsor her education here

Please advise if there is anything else she can do.
I was also thinking if she could have her complete
case written as a cover letter for Visa Interview.
Does it work like that?

Any advise will be appreciated.
