I-20 from two schools

I have got admission into two universities for an MBA , but I am still not sure which one I am going to join. Is it legal to get the I-20's from both schools and then return one later, which I do not want to use to get my visa. Also, is there anyone applying for change of status from H4-F1 ?What is the approval rate ?Is it risky to get a change of status here?In case F1 is not approved before I start school,can I start school on H4?

We are the same boat. I am also preparing to change H4-F1. The international student office(ISO) will do the process for me. How about you? Did they ask you to write a cover letter showing that you are requesting change status? The materials we prepared(ISO only needs the following):
1. I539
2. passport copy
3. I94 for both H1 and H4
4. I-797 approval notice
5. letter of employment of H1
6. letter requesting change status

Do you has any idea and any suggestion from ISO how to write the letter requesting change status?
 
I haven't yet applied , so no idea about the cover letter. But probably, even I will consult the ISO before applying for the change of status.
