I-145- Birth Certificate for refugee

After many set backs my husband was issued a K-1 visa, within a week of his arrival we registered our marriage and a mon ago we sent submitted the I-145 for adjustment of status with all necessary documents, however this week we recieved a notice of Request for Initial Evidence in which we were requested to submit his Birth Certificate with its translation on the 2 pg sent to us was information in how to receive a BC from Isreal, the West Bank and Gaza, and East Jerusleum. BUT my husband was not born in any of the mentioned places rather in Syria, he is considered a Palestinian Refugee with a Syrian issued BC card and a Travel Document - not passport- issued by Syria in accordance to one the UNs conventions.

Since we already submitted a copy of his BC card with its official translation and we can not receive any type of documentation from the above stated places what more should we submit ?

I would really appreciate help since I called the 1 800 number stated in the request but was told they can not assist and I should seek legal advice.
