I-140 still pending...

Hi,
This is for a friend of mine. He applied for I-140 in EB2 category on April 6, 2003.
His overzealous employer refused to give his EAC number. Its been more than a year and his 140 is still pending, or thats what the employer says. My friend is suspecious that the company is withholding the approval information from him.

Is there any way that he can find his EAC number using his filing date? Or if any of the members here who filed on April 6,2003 can let know their first 11 digits of EAC # so he can try tracking his application, assuming that its really pending.

You can determine the EAD number based on the count of business days preceding the (I belive notice or received) date since the fiscal year begining. The problem is determening the date itself since the one that has been given to him might be the mailing date. Of course he could monitor the whole week of applications following the date in question.
There are some discussions in this forum regarding using the Freedom of Information Act (FOIA) in order to get this type of info. A quick search for FOIA may reveal some answers.
