I 140 Speeding up now

My lawyer told me that TSC was getting slow in processing I 140 becuase they had hudge backlog of I 130 which they were trying to clear.

But now they have transfrrred I 130 cases to other centers so that they can process 140 fast. So they are expecting I 140 approval speeding up now.

Has anybody else heard similar thing ?
Is there any way to confirm it?

Also do they gave I 140 application preference basedon if is for CP or 485?
 
California Service Center (CSC) announced in early August 2004 that it would process new I-130 petitions for family-based cases from the Nebraska (NSC) and the Texas (TSC) Service Centers.
