I-140 Rfe

My husband got I-140 RFE asking for the recommendation from the people who never knows him to evaluate his research impact in their field. USCIS says 'While that is not necessarily a problem, we generally would expect an individual who has had a substantial impact in the field to be known outside the circle of his personal acquaintances.'
My husband attached 3 anonymous reviewers' comments on one of his paper in reponses to RFE, but refused to mention his going to ask for more scientists in his field to write the recommendation letters to him.
I am afraid USCIS will insist on the independent recommendation and send the RFE again, or reject the NIW directly.
Please gives some comments about our situations. Are the reviewers' comments enough to satisfy USCIS?
 
I-140 and I-485 NIW concurrent

My 140 RD is March, 2004 and 485 RD is April 2004, TSC
My LUD was Jan 28, 2005 "stating that requsted for more infromation". This same message was updated in both 140 and 485 cases. I received FP notice on Feb 2, 2005 and FP done on Feb 28, 2005. So far I didn't receive any information about my case. Is that requested for more information is RFE or some thing else. I couldn't receive any RFE till date. I appreciate your thoughts in this case.

I'm afraid that's not gonna satisfy what they are asking for. The reason is as follows:

1) When they ask for recommendations, they want letters form someone with contact information, not from any anonymous entity.

2) The evaluations of referees on a journal article discuss if the the article should be accepted by the journal, they don't discuss the signficance of your husband's research in his field.

3) These comments are for a paper, they are not an evaluation on the entirety of his work.

But I believe you can get pretty good recommendation letters from several people who don't have apparent connection with your husband. And these letters will work. Good luck
