I-140: Regular or Premium?

I am in the process of porting from EB3 (PD-Aug'2003) to EB2 so I am trying to figure out which way is better.... Regular or Premium. I see that Regular filings are also getting approved in less than 2 months (in NSC).

Any suggestions. Thanks.
