I-140 Questions

I'm currenlty waiting for my I-140 to be approved (it has been over 500 days since I applied for both I-140 and 485, haven't received RFE either). The company that applied for it was acquired not too long ago. Since the acquisition the work conditions have changed and I would like to change employers.
a. Can I change employers with my I-140 pending approval?
b. What happens if I get laid off before the I-140 is approved?
c. What if my new employer is willing to sponsor me for both 140 and 485?
d. After RFEs are submitted, how long does it CIS to make a decision?

Your answers are greatly appreciated.

a. Can I change employers with my I-140 pending approval?
HB: As per USCIS memo, you can only change jobs with I-140 approved abd I-485 pending 180 days. Changing job without I-140 approval is risky.
b. What happens if I get laid off before the I-140 is approved?
HB: Ask your employer not to withdraw I-140
c. What if my new employer is willing to sponsor me for both 140 and 485?
HB: Techinically, you can use AC 21 to port I-485. I-140 cannot be ported.d. After RFEs are submitted, how long does it CIS to make a decision?
HB: It depends how much time they take to respond back. Generally it varies from 1-2 months.

Your answers are greatly appreciated.

BTY I called INS already and they said that I cannot request an inquiry since all the paperwork has been submitted via a lawyer. The lawyer says that they have already issued a request for an inquiry.
INS is now saying that they requested more information about a month ago, but nobody has gotten anything....
Thank you for the responses.
