I-140 processing when priority date is not current

Hi,
Since most of our priority date will be unavailable in July 08. I would like to know if I-140 will still be adjudicated.

My concurrent I-140/I-485 was transferred to TSC and I understand that there's a new pilot program which one offier will review the whole package.

In short, will the officer pick up the package, determine that the priority date is not current and put it back in the pile and NOT review the I-140? Thanks.

I understand that I-140 has nothing to do with priority date BUT a new TSC Pilot Plus came out in Feb 08 which says that for concurrent filer the "entire packet is reviewed by one officer".

Now there's 2 scenario (assuming no RFE):

1) If your priority is current and if your "package" is picked up and adjudicated....Good for you.

2) If your priority data is NOT current ---> Now, here's my original question "Will the I-140 still be adjudicated?". Will the officer pulls out the I-140 and process it or will he/she simply look at the priority date and put the whole package back into the pile?
