I-140 Processing date did not change for a long time. Any reason?

EAD, AP & I-485 processing date have moved forward no matter how many days, but I-140 processing date was frozen on Feb, 7 2003.
Any reason?
 
I have the same exact question... And for my ND is within a two week range, I'm getting really nervous.
