I-140 Motion To Reopen

Hi Friends,
Will I-140 Motion to Reopen case get assigned to the Same Officer who denied the case? Or Motion to Reopen will go to some type of Review Board which may have More than One Officer? Any Idea?

as far as I know motion to reopen is mailed and decided upon by the same service center as the one that made the initial decision.
