I-140/Labor reuse question?

Can anybody cancel I-140 and use that labor for a different person within same company?

didn't they make 140 portable

as per AC21?

i don't know about the cancellation part. But i know a friend of mine applied 140 with a company where they used the labor of another guy who had left the company.
