I-140 in different state as labor

This one is for the GURUS:
My friend's labor cert was approved in MA. Then he got laid off and was rehired by the same company in NJ. From MA, he has an approved Labor Certificate.
Question is: Is there any way to file a I-140 based on the approved labor certificate even though it was from a different state.

It all depends upon how labor was filed. If it says work location as some thing similar to 'MA and unspecified locations in US' then it will be fine. Moreover GC is future employment it should not be problem. He(or his company) can tell, He will be transferred to MA once the GC is approved.
 
My advise would be to start I-140 using current approved labor and parallely start new LC from new location.
