I-140/I-485 concurrent filing

Hi all, My labor is just approved yesterday, and I am on EB-3. Can I still file I-140 and I-485 together, even if the date is not current? thanks for your time..
 
If you are from a retrogressed country ..then unfortunately no.
You can only file the I-140 in that case and you can't file the I-485 until your priority becomes current.

Which Service Center approves your LC, the Backlog Reduction Center, PERM or the RIR/traditional LC?
