I-140/H1 Extn

Hi there,
My H1B visa (H1B visa issued for first time) was issued in May’2005. This was valid till May 15th’2008.
I filed for my H1B extension (for another 3 years). My company sent the paperwork in February, 2008(4 months in advance).
In April'2008, I received an RFE. By June 2nd, all the questions on the RFE have been addressed by an attorney representing my company.
Currently, the case status is shown as still pending and ideally I am supposed to know something by now, going by the date given by USCIS. It is past 60 days and my attorney tells me that it can take longer than 60 days.
My green card has been filed with PD May'2007.
I have an approved I-140(filed in October’2007). I have not filed my 485 as yet.
My Questions -
My understanding is that there is equal probability of either success/otherwise in getting H1 Extn as I understand that my company is under trouble due to some issues with INS/USCIS.
Can I put a transfer of H1 at this stage to a new company now?

If I change company by transferring current H1B/filing new H1B at this stage, will my I-140 be transferred? Can my case retain the priority date of previous employer?

If this is permissible/possible,if at a later date I have to switch companies again, will the same I-140 hold good with the same priority date? Likewise any number of times?
How/where do I get latest info on the latest info/rules concerning this(any website link)?

I would appreciate if someone can answer my concerns.
