My employer has filed for I 140 he got a RFE saying that I submitted fraudulent documents in the past in the form of recommendation letters.
What really happened is?
I applied for I 140(niw) myself in June 2005 and submitted some recommendation letters that I got thru internet and some websites.I kind of believed those websites( all those scam websites) and took printouts of recommendation letters and submitted my I 140 and then I moved from that place and whenever I called USCIS they said it is a old case and it wont affect any of future cases and the online status says 'Notice undeliverable' but my employer submitted a I 140 and he got a rfe saying that I submitted fradulent documents(couple of recommendation letters, not the degree) in the past.
The status on that I 140 case applied in 2005 is notice undeliverable ,Can I reopen the case and put in letter that I was scammed by websites etc so that it wont affect any more of future cases.
What other steps can I take?

Are you under a final orer of civil penalty for violating section 274c of the Immigration and nationality act for use of fraudulent documents or have you by fraud or willful misrepresentation of a material fact ever sought to procure or procured a visa other documentation entry into the united states or any immigration benefit?
