I-140 Approved In Other State, I-485 Filed In Ca

Hi Gurus,
I need your advice on this one. One of my freinds got his I-140 approved from Vermont, but now he is working in CA. Can he file his I-485 at
CSC or he has to file it at VSC?
Your inputs will be appreciated.

He can definitely file in CSC if his labor is multi location.
Couple of my Friends got their 140 approved from NSC and filed 485 in CSC
