I-140 approval at NSC speeding?

I have a friend from China, who applied for I-140 through NSC in the last week of February.
Her I-485 was applied based on I-140 receipt, in the last week of March.
She got her AP in end of march.
She received her FP notice in the first week of May, it is scheduled in June. I am sure she has not completed her FP. She got her I-140 approval in mid May.

I have a question - What would have happened if the I-140 was applied in end April and I-485 in May, would the trend be the same. I am wondering how the Ohata memo would work in this case now, as FP is a requirement for I-140 approval. Am I right?

Anyone applied I-140 in April and has I-140 approval, please post.

Yes, you are right, FP is not a I-140 requirement.

So, if they are not going to approve I-140 till the I-485 is ready, does the difference really matter?

Also I have a feeling, though I may not be completely right. I know people who have renewed their visa's recently in the US/aborad with form D-156 and D-157 are entered in the system. Maybe this is contributing to the speed I guess.

There is no logic here.
Rules are meant to be broken....as long as there is a copout....the dreaded.. ON A CASE BY CASE BASIS!.
