I-140 and AP

I am applying for a concurrent filing.
we are waiting for AP approval to make a trip to India.

Does INS require that I-140 be approved before issuing
AP or EAD?

The do not require I-140 approval. They apparently make a rudimentary evaluation of the I-140 but nothing more. I think they are only looking for blatent defects such as a missing LC or other major problems.
