I-140 and 485 stuck in Philli local office for almost 2 yrs

Here is my story.
EB3 PD Nov 2000 (Turned current in Mar' 06)
Filed 140/485 concurrently in Texas - June 2004
Transferred 140/485 to Philadelphia - July 2004
Inteviewed for self and spouse in Jan 2005 but the officer said that he cannot approve the GC because the Visa numbers are not available. He also mentioned that they cannot approve 140 and has to send it to Vermont which he never did.

Visited Philli twice since last month and was told that its with an officer for the past 2 months but did not hear anything back from him yet. My question is can 140 be approved in a local office. Has anyone experienced any issues on 140 with the local office ?
please help.. :(
 
You need to have a good immigration attorney working for you. A good immigration attorney who regulary practices at the Philly local office is what you need. From my signature, you can see that my case was pending in Philly office from 2003 and it is only recently that my case got approved and that was also because of the diligent work of my attorney Joan Betesh of Steel, Rudnick and Ruben. In the beginning I had a different attorney but the case was going no where. As soon as Joan Betesh was on the case, I started to see results. I am convinced that it matters a lot when it comes to the attorney. If the attorney is a good one, he or she will know the immigration clerks and a lot of the immigration officers and will be able to track your case much easier than an attorney who does not practice in that location, no matter how good or well versed he/she is in immigration law.
