I-140 Address Issue. Please help

Hi,
My I-140 was filed 2003 July @ Texas Service Centre and was marked for CP processing.

But a month ago the online status showed the following:

'Our last written notice in this case was returned as undeliverable by the post office on July 2, 2004. To update the mailing address so this notice can be re-sent, please call the National Customer Service Center at (800) 375-5283.'

But none of the Employer address or attorney's address has changed since the I140 was filled. USCIS was not ready to tell me what was the problem hence my employer/attorney called up USCIS employer assistance number. But it has been more than 2 weeks since my employer/attorney called up USCIS and still no notice from USCIS and USCIS is not ready to say what the notice (RFE or approval or Denial) was all about.


My questions is
1. Does USCIS usually take this long to resend notice? When I raised this with my attorney as usual they adviced me to be patient and told USCIS take more than a month to resend notices.
2. Is there any way I can find out the status of the application? My attorney is not cooperative and when I called up the number listed in USCIS website they give me the same information as in the website status.
3. My attorney is based in Canada and the U.S address I stated in my I-140 is not valid any more (I am outside U.S now). USCIS informed me that they won't send any notices outside U.S (but my attorney says its not a problem). Though I am outside U.S and opted for CP processing, should I have to inform USCIS about my new address outside U.S or my friend's address in U.S.

Changing your address alone should not be a major problem. That you stay outside of the US also is not a major issue. But this appears to be a more complex case. Can your Canadian based-attorney handle US-based immigration cases? You may need to keep talking to your attorney or any other lawyer.
