Well without receipt it is not possible to tell which service center your case is being processed. Till August 17, it was possible to mail it to any (NSC or TSC) center, that will be redirected as necessary.
Very helpful link manwithnoname. i don't see anywhere but do you know if premium processing is on again? i am waiting for a receipt for a month now and looks like it will be another one just to get into the system... Is it any extra risk on going for premium if i could?

If your dependent has valid H1 he can work any time. If not then dependent must have EAD card to work. It has nothing to do with I-140 approval as long as EAD is approved for dependent he can work.
In order to work in the U.S. one should have an appropriate visa. After the primary applicant's I-140 is approved, the dependant can work only if the EAD is approved.
