Do we need to fill in I-134 (and notarize) from US when we are going to India for interview ?

I thought that I-134 needs to be filled in the presence of the Consulare office during the interview at the COnsulate in India

You will need to fill the I-134 and notarize it in US itself.
Form DS 230 Part II is to be signed in the presence of the officer in India. Your attorney can fill and complete the DS 230 form but you sign it in in India.
