I-134 or I-864?

I'm a little confused. I've heard different affidavits have been used in different situations for DV interviews.

Which one should be used I-134, or I-864?

What is the difference between the two? Why would one be used over the other?
 
I Known that the I-134 is only for DVLottery Interviews

the I-864 is for other inmigration process

Why is like that? I really don't known...
