I-131 Rejected

My wife's I-131 has been rejected.

Reason:
- Application Type

I had selected 'a' in Application Type.

Can I reapply immediately with a new application? Can I just throw this application away?
 
What is the intent of this I-131? Reentry permit? Advance Parole? Refugee travel document?

Is she a permanent resident? If yes, (a) would be a valid selection.
 
Yes. Permanent resident applying for re-entry permit. All I can think of is that I should write 'Not Applicable' in the section that needs to filled out if you select 'f'. Also I think filing new application will be faster than reopening this. What is your opinion? I am preparing the application again to file first thing tomorrow morning.

(a) is a valid selection for a permanent resident. Either USCIS made a mistake, or you failed to include a copy of the green card. File a new app with (a).
 
Copy of GC was included. New app was received by USCIS on June 21. No response so far. We are leavin on 7/21 whether she gets a FP or not.

Update on this case:
I went to local office on July 9 and explained them the situation. The IO emailed to enquire about the application as there was no record of it but I showed him the delivery confirmation. Email of receipt was received on July 13. Receipt received on July 15. On July 19, FP notice was received (sent by UPS paid for by USCIS) for FP on July 20. I had told them that we are leaving on July 21.

In this case I felt USCIS were awesome.
