If a US citizen files a I-130 petition for a spouse and a sibling, can one also be filed for the children and the spouse of that sibling? And if so then how much time would it take for the spouse, the sibling and spouse of to be able to live and work in the USA?

-> Spouse
-> Brother/Sister, children and spouse

Spouse of USC is immediate relative category and it is really just the processing time of the petition plus a couple months for most embassies to get an interview, you can estimate around a year.

For sibling, the spouse and children will be derivatives on the same sibling petition, provided the children are under 21 and unmarrried. The time it takes for sibling petition partly depends which country they are from. At present, the waiting times for most countries has been around 14 years, for India around 16, for Mexico around 22 years, for Philippines around 20 years. These visas are limited in number per year and the wait list has been increasing over time, so you can expect a petition filed now to take longer than the historical times.
