I-130 upgradation

Hi,
My father (LPR) filed an I-130 petition for me (Over 21 years and Unmarried) in 2000 and my priority date is October, 2000. Recently my case has been approved by USCIS and sent to NVC. NVC informed me that they received my petition. But they have mentioned that unfortunately visa number is not available for my category (F2B). I checked the visa bulletin for September 2005. Currently they are processing case with priority date April, 1996 in this category (F2B). Now my first question is:

1. How long I have to wait for the visa number?

My father is supposed to be US citizen shortly. He will upgrade my petition to F1 category as soon as he becomes Citizen. Here I am having a boy friend. I am thinking to get him married after my petition is upgraded to F1. In such case, I should be upgraded to F3. Here it is mentionable that when my case has been approved, I was unmarried 21+ daughter of LPR. Now my second question is:

2. Can I upgrade my petition from F2B to F1 and then to F3?

Please help me..

What's up? Hope you are doing okay. When your father becomes a U.S. Citizen have him upgrade your petition from F2b to F1. Why would you want to go from F2b to F1 and back down to F3. Just wait until you get your Green Card and then get married. Once your father upgrades your petition to the F1 category you won't have to wait long to obtain Permanent Residences.
Now, if you don't mind me asking. What country are you from?
 
If he downgrades to F3, he and his wife would be able to immigrate together in 2-3 years. Greed card petition will take about 4-5 years to bring his wife over. unfortunately, F3 cut-off date is earlier than F2B, but it is still not current for him. F1 is current if he is not from Philippines or Mexico. It is a difficult decision. Both F1 and F3 have shown some sluggish recently because many F2B people go this route after waiting many years.

Yes, that's why I want to upgrade to F3. I am from Bangladesh. Some one told me before that if I upgrade to F3, my father has to open a new file which will take loooong time again. My father is going to get USC within a couple of months. Actually we both want to go to US togather though we have to stay here in Bangladesh for 2-3 years more. If I go under F1, I could not be able to take my would be spouse in next five years !!!

Thanks for your reply. I am from Bangladesh. Actually I want to upgrade to F3 as we both want to go to US togather though we have to wait for 2-3 years more. But if I go under F1 category, I have to wait at least 5 years to take my would be spouse. Now what do you think?

What's up swarna2005? Hope you are doing okay. If you want to immigrant to the U.S. with your spouse, when your father becomes a U.S. Citizen have him change your Visa Category from F2b to F3. It would be best because if you get your Permanent Residences under F1 it would take longer for you to bring your spouse to the U.S.. Meaning that you would have to file a I-130 to bring him to the U.S..

YOu cannot upgrade your petition to F3 if you get married that has to be refiled again.
