I-130 sent to VSC - returned - should have gone to Chicago

I used an attorney, who filed for my employment based green card 6 years ago, as I did not want to make any mistakes.

He sent my parent's I-130 to VSC (I opted for consular processing, and not for 485).

VSC, today returned the applications with a cover letter that the applications should have gone to Chicago Lock box. They returned the application and pictures, but not the checks.

Does that mean, they "processed" the application and "rejected" it, i.e. VSC used the fee that I paid and now I need to pay another fee when its sent to Chicao Lockbox again?

My attorney should have known where to send a form :(
