I-130 Questions and LIFE act

I-130 Questions and LIFE act
I know I can file a I130 for my sister who has just come to visit and is here in the US legally on a tourist visa.
Could she stay here in the US under the LIFE act. Or is the LIFE act only good for those who were here in year 2001.
If I file a I-130 am I financialy responcible for anything my sister does. Someone mentioned to me once that if you filed a I-130 and then my sister got into financial problems that I would be liable. Is this true.

Hi,

I am not sure but I think that you are a USC and LIFE act is for the families of permanent residents. There is some info. about that on bcis.gov
