I am a U.S. Citizen and recently filed for GC for my mother. I have a brother who is 18 years old and he would be counted as the child of my mother. So the idea was to apply for my mother GC and when she gets approved, my brother get approved automatically since he is the child under 21. So, in the second page of I-130 form where we can specify the name of the dependents of the benificiary, we have added my brother's and my father's names. We got a notice from USICS that they have accepted my mom application, but we have to file for my brother and father individually. My brother is a child of my parents since he is under 21, and the whole idea is to use this advatage. Can any one elaborate on this notice? Thanks.
