I didn't write "N/A" for those items do not apply, I just left them blank. Is this a problem for I-130? Will USCIS return the form to me? Please advise.

Not sure whether they will return or not - they may, but, didn't you read the instructions?

The form and instruction are two separate files and I felt comfortable to fill out the form without reading the instruction carefully.

Lesson learned - please always read instructions - at least with USCIS regardless of how much comfort you may have :)

but if you have an attachment page and forgot to write "see acttachment #", USCIS will return the form to you for incomplete information even you have listed the questions #s on the attachment. The instructions on the form does not tell you to put "see attachment #", it just telling people to attach additional page if more space is neede, write A# on top, write down part # and question #. It happened to my wife when she file I-130 for her parents. lesson learned.

Check cashed today. Does it mean USCIS accepted my application? I hope they wouldn't give me a RFE.

They accepted your application but doesn't mean they will approve it until all requirements are met. If there's missing information, they will still send you a RFE.

USCIS does't usually care but NVC usually does. I had my mother's DS230 rejected just because of these missing N/A items. They basically had me submit a new one.

Hey Guys,
about original docs like birth certificate for immigrant visa....the NVC asks for originals or certified photocopies by issuing authority...does anyone know if we should risk sending them originals or can notorized photocopies be ok

If originals were asked for at any point you will have to send them. Unless you can't survive without those originals under your billow it should not be problem. You can send Form G-884 to request your original back after your case is finalized.

UCSCI does care about misssing information on the I-130 form. NVC does not look at the I-130 form, only USCIS does. The op was talking about the I-130.
